This project is presented as a solution for the economical stagnation of the Southern Half of Rio Grande do Sul due to its economical and social impacts. It is analyzed the conceptual evolution of sustainable development and its appropriation, in favor or against eucalyptus plantations. As well as the creation of a productive chain that will culminate in export cellulose factories. Its analyzed the economical and social reality of the region, the lack of knowledge by most of its population and the strong media influence supported by great capitalist groups and government institutions. Results and discussions lead to the formation and or consolidation of clearer opinions regarding the main issues involved.
